Discussion "Integrated development of territories: interaction between government and business"

Integrated territorial development is a type of activity that affects the interests of government, business, and the public. The IDT programs include the renovation of old territories and the development of new ones, improving the urban environment and creating comfortable living conditions, developing the economy of the regions and increasing their tourist attractiveness. The decision to conduct such programs is made by government representatives. Developers' interest in them is explained by the long-term nature of the projects and, in some cases, government support. However, IDT programs also imply a high level of responsibility for all project participants. How is the IDT regulated at the legislative level? How is the investment attractiveness of the programs ensured? And how are the risks minimized?

Topics for discussion:
  • The immediate plans of the state authorities to improve the legislation on the IDT
  • Urban planning and economic approaches to the formation of urban development territories in different regions of Russia
  • How can developers be encouraged to participate in projects for the IDT in the regions? Minimizing the risks of project participants
  • Involvement of property owners in IDT projects or withdrawal: how to find a balance
  • Features of the integration of IDT programs with other city and federal programs

Special round table "Economic restart of new regions and issues of security and humanitarian demining"

The industrial, agricultural, logistical, and economic opportunities of Donbass and Novorossiya are enormous. According to various estimates, the investment potential of these regions is from 2.5 trillion rubles per year. However, economic growth is limited by a number of problems, including the fact that entrepreneurs do not want to risk their employees and expensive equipment, there are restrictions on insurance, cadastral registration problems and other issues. For full-fledged involvement in the economic life of the country, socio-economic development and increased investment attractiveness in all territories, humanitarian (continuous) demining will be required.

Today, the Special Military Operation zone is the largest minefield in the world. The volume of the upcoming continuous (humanitarian) mine clearance is global. Within the framework of the round table, it is planned to comprehensively discuss the development of new territories and security.

Invited to participate:
• Representatives of law enforcement agencies responsible for mine clearance of territories,
• deputies of the State Duma of the Russian Federation,
• Senators of the Federation Council of the Russian Federation,
• Representatives of federal executive authorities,
• Representatives of the leadership of new and border regions,
• Agro-industrial holdings and construction companies operating in new regions,
• Russian manufacturers and developers of mine clearance equipment,
• specialized educational institutions,
• Public organizations

Organizer of the round table:

STT GROUP of Companies
One of the largest Russian developers and manufacturers of special equipment: nonlinear locators for various purposes, radio monitoring systems, humanitarian demining equipment, vibroacoustic monitoring and protection equipment, mine explosive devices. The company was founded in 1999. It has been executing the state defense order since 2014, and is a supplier to the Ministry of Defense, the Ministry of Emergency Situations, the Ministry of Internal Affairs, Rosgvardiya, the SSO of the Russian Federation and a number of other law enforcement agencies.

Round table "Agglomerations and clusters: effective models of territorial development"

Agglomeration is one of the effective tools for the development of regions. The convergence of urban and rural settlements, the building of economic, social and cultural ties between them, allows us to unlock the potential of the territories. Businesses are opening in adjacent localities that enhance each other’s competitive advantages. In this regard, there is a need for the redevelopment of industrial spaces and the creation of new production sites, the construction of residential areas and the development of infrastructure. The accumulation of sectoral and intersectoral enterprises in one territory gradually leads to the formation of clusters. Which clusters and agglomerations are actively developing in Russia today? And what measures of state support are provided for them?

Topics for discussion:
  • Which agglomerations in Russia are currently developing most actively, and the role of land resources and business interests in their formation?
  • Features of the development of industrial and agro-industrial clusters within urban and interregional agglomerations. How is cooperation between the state and private residents being built?
  • Which clusters have become growth points on the map of Russia? Financing and government mechanisms to stimulate their development opportunities to attract private investment
  • Features of the development of the territories of the Far East and the Arctic
  • Residential housing clusters as a new type of housing. Why do large developers go to residential housing?

Investing in real estate is a common option for saving money and generating income for private investors. Real estate is more stable than many assets, it reacts less to changes in economic life. But if private investors think about investments in residential and commercial real estate quite often, then they think about land plots much less often. How can land be of interest to a private investor? And how can it generate income?

Topics for discussion:
  • Risk analysis of ownership of different types of land assets
  • Assessment of the liquidity of investments in land assets
  • Optimization of land portfolios: opinions of professionals

Conference "Urban Development: challenges and solution vectors"

Partners:

The number of urban residents is growing every year. According to experts, by 2050, more than 70% of the world’s population will be concentrated within cities. This trend poses a number of difficult tasks for urbanists: the redevelopment of territories and the development of new lands, the reconstruction of former industrial buildings and neighborhoods. How are all these tasks being solved today? And what challenges may developers face in the foreseeable future?

Topics for discussion:
  • Master plan of the territory as the basis of the city
  • Development of urban planning documentation for the involvement of undeveloped lands
  • Development of "abandoned" lands
  • Features of modern development of single-industry towns
  • Restoration of new territories: development of master plans for urban restoration in new territories with an emphasis on integrated development and landscaping

Conference "Sustainable City — smart and green solutions for the future"

Partners:

Sustainable development is one of the most commonly used concepts among urbanists. What is invested in it? Sustainability is a responsibility towards man, society, the planet and, as a result, towards future generations. The creation of a sustainable city covers different areas of life. In a sustainable economy, the development of local enterprises, the reasonable use of resources and their reuse come to the fore. In the social sphere — the construction of houses, the creation of infrastructure, the design of natural objects not in isolation from human needs, but in response to them. In sustainable ecology, the goal is to reduce the city’s impact on the environment. Solving all these problems is impossible without modern technologies. What technologies does a sustainable city need?

Topics for discussion:
  • "Green" solutions in urban infrastructure — what helps the economy?
  • The role of socially responsible business in the sustainable development of cities
  • Energy-efficient technologies in modern construction. What does the market offer today?
  • Prospects for the development of electric transport: what infrastructure does the city lack?
  • Smart solutions for real estate management
  • How can the sustainability of a city be assessed? Modern ESG approaches

Moderator:
Sergey Lvov, Founder and CEO of ANO National Agency for Territorial Development

DEVELOPMENT Hall
16:00 — 17:30
Discussion "Land for life: the development of residential housing"

Partner:

The residential housing market is constantly growing, but it remains ambiguous for developers. The construction of low-rise buildings often also includes work on engineering networks and laying roads. Apartment buildings require less investment, and generate many times more income. However, residential housing is interesting because it opens up access to new land plots on which the construction of other types of housing is impossible. In the future, private development can become a worthy alternative to apartments. What can we expect from the residential housing market in the coming years? How will the face of the private sector change with the introduction of the "green building" standard, which affects a variety of criteria from architecture and engineering of houses to infrastructure and landscaping?

Topics for discussion:
  • Analysis of the potential of the residential housing market. What opportunities do developers have?
  • Implementation of the escrow account mechanism: how will it affect the market?
  • Necessary infrastructure: what needs to be considered?
  • Introduction of the national standard of "green construction" in residential housing

Moderator:
Ilya Mashkov, Chairman of the Association of Designers of the Moscow Region

Discussion "The earth invites: the development of ecotourism and new horizons for tourism and recreation"

Partner:

Every year, the territories of nature reserves and national parks in our country are expanded, hiking trails are adapted to meet the needs of various categories of visitors, and special recreation areas are being set up. As the demand for eco-tourism grows, so does the demand for tourism infrastructure. Ecological resorts, glamping sites, and hotel complexes are appearing near protected areas. This has a positive impact on the economy of the regions as a whole: roads are being built, shops are opening, the service sector is growing, and new jobs are emerging. What opportunities does ecotourism open up for investors?

Topics for discussion:
  • The role of natural and cultural landscapes in the formation of tourist attractiveness. What is important for businesses to consider when working with such territories?
  • Development opportunities near national parks, nature reserves, and reservoirs
  • Features and investment attractiveness of the development of eco-resorts, glamping, and hotel complexes. Examples of successful investment projects.
  • Assessment of the demand for eco-tourism? Which niches are already in demand, and where are there new niches?

Discussion "Digitalization of underground space as a basis for engineering and geological surveys"

Partner:

A city is not only what is on the ground, but also what is under it. Underground space includes transportation infrastructure, multi-level underground parking lots and shopping malls, as well as utilities. This is the landscape itself, which determines what appears on the surface of the earth. What role does information technology play in the development of underground space? Digitalization of underground space involves automating the process of data collection and analysis. Modern technologies make it possible to create three-dimensional geological models based on which information about the characteristics of the landscape can be obtained. This is especially important at the planning stage of urban development activities, as it allows you to predict geological changes, calculate potential risks and estimate the amount of necessary investments.

Topics for discussion:
  • Digital Geological Model (CGM): the current state and future of its regulatory framework in the Russian Federation
  • Methodology for constructing a three-dimensional geological model and the practice of using virtual wells (experience of GBU Mosgorgeotrest)
  • Use of underground space: experience in the formation of a regulatory framework

The introduction of escrow accounts in the segment of individual housing construction (IHS) is not just a technical change in the financing mechanism, but a structural shift that changes approaches to the design, design and sale of suburban real estate.
At the master class, Denis Skarkov, relying on judicial practice, cadastral expertise and real cases of transaction support, will reveal how the new rules affect risks, deadlines and the legal purity of projects. Special attention is paid to the role of the cadastral engineer as a key link in ensuring transparency and security of the transaction.

  • Why is the transition to escrow in residential housing not a copy of the MCD mechanism, but a separate institution that requires special standards and approaches
  • What risks do the developer and the bank face in the absence of a complete package of cadastral and urban planning documentation before opening an account
  • Why GPZU, notifications and technical plan become "tickets of passage" for financing — and how their quality affects the approval of the loan
  • Which requirements of banks for residential housing facilities on escrow go beyond the law — and how is this reflected in judicial practice
  • The role of the cadastral engineer: from the contractor to the guarantor of the legal purity of the site and the object — checking the boundaries, margins, compliance with the PZP, urban planning audit.
  • How errors in the Unified State Register of Legal Entities and outdated information become the basis for suspending the transaction and rejecting the bank — and how to avoid this
  • Proposals for regulating and standardizing the package of documents for escrow transactions in residential housing: what should be mandatory and what should be excluded from practice
  • Market forecast: who will win and who will be out of the game after the full transition to escrow — and how to adapt today

The result of the master class: Participants will gain a clear understanding of how new financial mechanisms are transforming the residential housing market, what legal and technical barriers need to be considered now, and how to build a secure, transparent and efficient site-construction-transaction chain in the new environment.

Conference "Attractive image of the city: tools for effective branding of territories"

Regional branding is the process of creating and promoting an attractive and unique image of cities and regions, an element without which the entire urban development system does not work at full capacity. Effective branding solutions help to retain and attract the population, talented specialists, investors and businesses, promote the explosive development of tourism and the consolidation of local communities, and become an additional factor in the rapid socio-economic development of cities. Competent branding of cities is based not on a logo, but on communication strategies that take into account their identity, natural, scientific, innovative, social and other potential, history, cultural context and traditions, the peculiarities of regional competing brands, the interests of residents themselves and other stakeholders.

Topics for discussion:
  • Why it is important that the brands of cities do not resemble each other. How to search and find your unique identity.
  • How communication strategies are developed that become the main brand and promotion of cities. Features, difficulties, and effects.
  • Implemented cases of urban branding: successes and challenges.
  • How to monetize regional brands and make them an income item.
  • Who creates city brands: volume, prospects and market players in Russia.
